
Networked Resources for Technical Libraries
AICTE and DELNET signed an MOU in 2000 to:
- Promote access to more relevant information in each library of AICTE approved technical
institute
- Give training to library staff so that they get associated with database creation work
using international bibliographic standards
- Create union catalogues of resources available within the technical colleges and
institutions for resource sharing purposes through DELNET
- Locate resources of national importance through DELNET online databases and make them
available through inter library loan
- Enable each library to have access to global resources and help them through DELNET in
procuring necessary documents on loan for research and reference.
During accreditation process, AICTE also takes into consideration whether the
Institutions Library is part of a national or an international
library network. Keeping these issues in mind AICTE had agreed to pay to DELNET
Rs.5,000 as one-time Registration Fee and Rs. 7,500 as the Membership Fee for first year
against each approved/accredited Technical Institute that joins DELNET
The Benefits
Under the MOU, each Library that joins DELNET:
- Gets online-access through Internet to more than 70 lakh records of books, periodicals,
articles, CD-ROMs. Video-Recordings,Sound-Recordings, Theses and Dissertations, Indian
Specialists etc. These records are growing in number every day
- Can order books on loan from a Member Library in any part of the country and ask for
photocopies of articles which are given at much reduced rates
- Can get its standard catalogue records merged into Union Catalogues developed by DELNET
for resource sharing purposes at the national level
- Can order Library Management Software DELPLUS and DELMARC at much reduced rates.
(DELPLUS at Rs. 15,000 and DELMARC at Rs. 25,000)
- Is offered free training for one library staff. (TA/DA for the staff will have to be
borne by the Member Institute)
- Gets concession in the Registration Fee for participation in the National Convention on
Knowledge, Library and Information Networking (NACLIN)
- Receives guidance in using international standards, gets free DELDOS software for
creating catalogue records and is given access to a large number of links to useful sites
and databases through DELNET.

Annexure II
INSTRUCTIONS & INFORMATION
1. DELNET shall allot , for a three months trial period, a Login and
Password to the Library of each Institution as selected by the AICTE for this purpose. One
time payment of Admission Fee of Rs. 5,000/= per selected Institution and Annual
Membership Fee of Rs. 7,500/= for the first year only, per selected Institution, will be
paid by the AICTE directly to DELNET. For continuation of DELNET connectivity beyond the
trial period, confirmation regarding allotment of the Login and Password should be
forwarded in the enclosed proforma by the Institution to Director, DELNET, Nelson Mandela
Road, Vasant Kunj, New Delhi- 110070.
2. DELNET shall promote resource sharing among the Institutions by merging the standard
bibliographic records which have been created by the Institutions so far into its union
catalogues and add new standard records that may be created by the Institutions from time
to time and make the said union catalogues accessible online;
3. DELNET shall request Library of each Institution to create the catalogues of its
records using the following international standards:
i. MARC Format
ii. AACR II
iii. Library of Congress Subject Headings or specialised thesauri that are internationally
used in each discipline
iv. Dewey Decimal Classification
The Library of an Institution using another format will be requested to upgrade the
records in due course of time.
4. DELNET shall provide DEL-DOS software to the Library of each Institution for creating
MARC (Machine Readable Catalogue) free of charge
5. DELNET shall provide Library Management Software such as DELPLUS and DELMARC at much
reduced rates to the Institute once the software are cleared for general use
6. DELNET shall provide access to the Institute to more than six million records present
in the following databases that are regularly growing in size and to all such databases
that are created/upgraded by DELNET from time to time on its system for general use:
i. Union Catalogue of Books : CCF
ii. Union Catalogue of Books : MARC
iii. Union List of Current Periodicals
iv. Union Catalogue of Periodicals
v. Database of Periodical Articles
vi. Union List of CD-ROMs
vii. Union List of Video Recordings
viii. Union List of Sound Recordings
ix. Database of Theses and Dissertations
7. DELNET shall provide to the Institutions access to some international databases from
time to time, including U.S. Patents: Full Text; Library of Congress Catalogues, etc. that
is being given through its online system at present.
8. DELNET shall arrange training for one library professional from each Institute free of
charge. TA/DA and other expenses of trainees should be borne by respective Institutions.
The training shall be given in MARC Format; AACR II, Library of Congress Subject Headings,
use of DELDOS/DELPLUS etc and accessing of DELNET Databases.
9. DELNET shall extend concession in the Registration Fee to the Library Staff of the
Institutions who participate in the National Convention on Library and Information
Networking organised by DELNET.
10. DELNET shall bring out a separate brochure on AICTE-DELNET initiative for the
modernisation and networking of libraries of all Institutions and circulate the same to
them for joining DELNET
11. DELNET will provide technical support to each Institute whenever required for solving
any software or network related problems on cost plus basis as decided by DELNET.
12. DELNET membership is given to Libraries/Institutions at a very nominal charge. The
following are the present rates:

13. There will be no financial/managerial or any other involvement of AICTE in regard to
the clauses
14. PLEASE NOTE: Apart from one time lump sum grant of Rs. 12,500/= per selected
Institution( as mentioned in point 1, Annexure II), the AICTE will not have any
financial/managerial or any other obligation with the concerned selected Institution
and/or DELNET in this regard.
